Does your FPS actually drop when it's rendering terrain textures? If you're maintaining a steady 125 FPS there's no reason not to use 16 as the update rate and 4096x4096. If you want it to update faster, increase "ground texture update rate". But if you're taking a FPS hit when it's updating, you don't want to do that since it'll make it do more work per frame and lower your FPS. Another option would be to lower ground texture resolution. 2048x2048 doesn't look that...
