Slow Motion Question

So i've been practicing with some slow motion and I've been wondering, lets say someone is riding upto the face of a jump at regular speed, and in the video at the beginning of the whip they are about to throw it transfers into slow motion. Now my question is, is this done ingame, with really good timing? or is it done using sony vegas? I've experimented with slow motion in sony vegas a bit, and everytime I use it, the slowmo seems to come out glitchy and rough.

I think some people do it in-game. If you want better quality slowmo through editing, record in a higher FPS (JLV's recording script it really good for this).
