Bonds take 30 years to mature, so your assumption is correct. At 10 years, a $100 bond (if you get an EE bond) is worth around $40 where you'll pay $50 for it (EE bonds are 1/2 face value). Type I bonds are worth fill face value, but at 10 years would only be worth around $90-95.
